With decades of mining in the Shiqiu mining area, the geological environment has formed a subsidence area and cannot be reproduced and utilized. In response to the call of the state, Baotou City launched the photovoltaic "leader" project, using the idle abandoned land in the subsidence area of the mining area to develop clean energy, expand the space for industrial development, and promote the economic development of Baotou City, and the photovoltaic industry is expected to generate 800 million kilowatt-hours of electricity every year. The site of Dongliang Substation in Shiqiu District is surrounded by mountains, with complex geological structure, yellow soil, and the perennial temperature is 8-10 degrees lower than that of the urban area. The harsh geographical environment and climatic conditions have become the biggest difficulty restricting the construction of the project. In order to complete and put into operation the project as soon as possible, the Planning Department, Production Department, Safety Supervision Office, Engineering Department and other departments and units of the Bureau coordinated and actively communicated to ensure the quality of the preliminary work of the project. After integrating various factors, it was decided to build an indoor substation, which has the advantages of small footprint, high operational reliability, long maintenance cycle, and no influence from external environmental conditions.

Since there is only one 500 kV Baobei substation around Dongliang 220 kV substation, and the 500 kV Baobei substation has no 220 kV outlet interval, and there are no expansion conditions, it cannot meet the needs of Dongliang variable access system. To this end, the main leaders of the bureau have actively communicated with the municipal government and the enterprise Yaxin Longshun for many times, planning to connect to Dongliang substation from the 220 kV line break of Baolong I and II, which can kill three birds with one stone, which can not only make Dongliang substation get a stable power point, but also enable Yaxin Longshun to be directly supplied by Dongliang substation, shorten the power supply radius, improve reliability, reduce the cost of electricity for enterprises, and also meet the local consumption of new energy to achieve mutual benefit and win-win. During the construction period, in order to ensure the security load of ASIN Longshun, the bureau temporarily erected two 10 kV power lines from 110 kV Shiyuan to power it, and started the special power preservation mode, and arranged one 800 kVA power generation vehicle to ensure the emergency power supply of the blast furnace of the enterprise.

Climbing the snowy mountains and crossing the ditch, the construction personnel once again inspected and eliminated the line, and the substation operation and maintenance personnel inspected the equipment to ensure the smooth progress of the launching ceremony.

At 15 o'clock on November 10, with the on-site kick-off meeting of the 220 kV Dongliang substation, the start of the Dongliang substation officially kicked off. The leaders of the bureau guided the inspection on site, and the heads and technicians of the engineering department, production office, safety supervision office, repair and testing office, large user management office, measurement, scheduling, information communication, power transformation and other departments all cooperated in the start of the work on site.
